These are a few of the projects I have been involved in as a results measurement specialist, MEL (monitoring, evaluation, and learning) advisor, or program performance expert.
Programmes/Projects
Provincial Road Management Facility
Australia supported improved local government transparency and accountability for better service delivery to the poor. PRMF worked with ten provincial local governments encouraging them to invest more of their development fund in road maintenance and to modify the approach and perspective on maintenance.
South Asia Regional Infrastructure Connectivity
South Asia Regional Infrastructure Connectivity (SARIC) is an AUD $32 million initiative funded by the Australian Government. SARIC supports the overall goal to deepen economic linkages and support regional prosperity and inclusive growth.
USAID/Philippines’ Philippine-American (Phil-Am) Fund is a project that provides seed grants to: support business start-ups; promote innovation through entrepreneurship; and advance citizen advocacy for greater public accountability, transparency and integrity.
Mekong Australia Partnership-Water Energy Climate
The Mekong-Australia Partnership (MAP) was announced on 14 November 2020 as part of a package of measures to support Southeast Asia’s recovery from COVID-19. As one of the pillars underpinning MAP, MAP-Water Energy Climate (or MAP-WEC) commands a total budget of AUD $93 million.
Roads for Development Phase 2
Roads for Development Phase 2 (R4D2) supports the development of the road subsector in Vanuatu, plus selective innovative and catalytic economic infrastructure support. R4D2 will be a five year program, with funding of approximately AUD20 million through this contract.
Roads to Sustainable Development Goals
In partnership with DILG, the United Nations Development Programme (UNDP) has launched a project “Paving the Roads to SDGs through Good Local Governance” (Roads2SDGs) which aims to provide support to quality assurance and the governance reform components of CMGP through the ‘Roads to SDGs’ framework.
Concrete Outputs

Local Road Management Performance Assessment Tool
In 2011, the Department of Interior and Local Government (DILG) decided to use a performance assessment tool called Local Road Management Performance Assessment Tool (LRMPAT) to assess Local Government Unit’s (LGU) performance in local road management (LRM).

Local Road Asset Management Manual for Local Governments
This manual is designed to guide local government units to use road asset management practices to improve road services. Taking this approach, local governments can move beyond the cycle of ‘build-neglect-rebuild’ which leads to poor quality roads and is a bad use of public funds.
